山东太阳能报告指出，新能源是我国七大战略性新兴产业之一，而光伏产业又被视为新能源中最具发展前途的产业。山东光伏产业涵括上、中、下游主要产品。从长期看，太阳能光伏产业的发展前景不容置疑。对于目前的困难，一方面要认识到这是新兴产业发展过程中的必经阶段，在这样螺旋式上升的过程中，企业和市场逐步洗牌；另一方面，也有利于更加冷静地思考产业的理性发展，即产业发展不仅是简单的产能提升，更重要的是在掌握核心技术前提下国际竞争力的提升以及市场不断培育壮大的问题。为此，报告建议，通过技术革新、降本增效，扩大内需、市场自救，政府支持、政策引导等方式，实现产业升级，向龙头迈进。
